Almost ten years after the UN World Decade for Cultural Development (1988-1997), we still face common questions. Why and how does culture matter in development? Is culture marginal or essential for economic and/or community development? Can increased attention to culture have a positive impact on global poverty-reduction efforts? This conference will also investigate why – even after the UNDP’s Human Development Report (2004) stated that “allowing people full cultural expression is an important development end in itself” – the cultural aspect of development practice is still being largely neglected. Culture in Motion will attempt to address a number of needs and questions as well as provoking thought and offering opportunities for engagement on cultural practices in the development field. The conference will include several methodological components including exciting presentations from practitioners as well as leading thinkers in the field of cultural development.

Translation as Commentary: From translation as commentary to commenting on translation
13-14 October 2006
It is widely recognized that translating a text requires that the translation be conducted 'from a certain point of view', even though this point of view may not be fully conscious, so that the result constitutes an unwitting commentary on the original text. Not only is the translator unaware of the process involved, but so also is the reader who turns to the translated version because he is unable to understand the original text. It is also recognized that new translations of the text will appear sooner or later, with each new translation broadening the scope of the initial version. As new translations appear, the potential of the text is gradually made obvious, articulating differences which, paradoxically, are only obvious to those readers who are able to have access to the original text. It is precisely this aspect of unwitting commentary that calls for exploration so that the inexpert reader, who cannot have access to the text in its original language, may become aware of it. Thus 'scholarly' translation is gradually enriched, developing its own gloss and becoming a commentary on itself. By turning into a commentator on his/her own effort and uncertainties, the translator, paradoxically tends to mask the hidden commentary actualized through his/her translation. Therefore, through the contrastive study of original texts and their translations, it seems essential to explore and delineate the overlapping conceptual fields of justification, explanation, gloss, comment and commentary in order to bring to light the ways in which the commentary 'actualizes' the potential contained in the text itself, up to the point where it departs from the text and becomes autonomous by acknowledging its function.
Culture Matters: Understanding Development From Perspectives of Marginal Communities
13-15 October 2006
A major development over the last century in South Asia and, even in Africa, South America and other parts of Asia is the conceptualization of marginal communities as only oppressed and poor. In various theories of progress and change put forward so far very disparate communities have begun to look alike. They have become two-dimensional. Such communities are oppressed and poor all right, but to fight their oppression and poverty they need cultural and social resources, which they have in plenty. Our understanding of ‘culture’ from working with marginal communities is that cultural practices have been responsible for enabling them to aspire to lead a ‘good life’. Cultural practices are also ‘living’ heritage which helps these communities to maintain separate identities, values, beliefs, traditions as well as promote the development of self-esteem. Besides, culture as a resource is also utilized for self-evaluation to promote dialogue, debate and action on various critical issues that influences the process of positive change and transformation within society. The conference seeks to capitalize upon a growing interest in issues such as how does culture matter to marginal communities and how culture enables the process of self-empowerment among marginal communities. This self-empowerment is considered crucial for understanding and developing liberative public action policies of change and progress.

Linguistics Rights as a Matter of Social Inclusion
19-21 October 2006
The V Mercator International Symposium organised this year by the Legislation and Language Rights Center will be held under the title of Linguistics Rights as a Matter of Social Inclusion. The organisers have designed de symposium on the premise that Europe has always been a multilingual land and that this fact has been accentuated in recent decades by the steady arrival and settlement on the continent by non-Europeans who have brought their languages with them. Therefore, the current linguistic reality in Europe is richer and more complex than ever. In accordance with the Mercator Network principles, this complexity must not necessarily be a problem. On the contrary, the languages spoken in the European Union today are one of the keys to making possible the "union in diversity" of all citizens, groups, communities, and peoples that live together in Europe. To encourage such harmony, the Symposium will reflect on which kind of multilingualism should the European Union put into practice now and in the future. The question will be raised on how the linguistic rights of immigrants and of receiving communities can be regulated and guaranteed and, more specifically, how the exercise of these rights could stimulate the social inclusion of newcomers who settle among minoritized linguistic communities that share their space with majority or dominant languages. The V Mercator International Symposium will critically analyse the issues under consideration and will also present a series of practice cases for balancing individual rights and the collective rights of speakers of the languages of immigration and the speakers of minoritized languages within the European Union. Fundamentalism and Literature — Global/Local
19 - 22 November 2006
With recent events, from the 9/11 World Trade Center mayhem to the wars in Afghanistan and Iraq, and the bombings in Madrid, London, and Amman, as well as the still unresolved conflict in the Middle East, fundamentalism has come to signal one of the most pressing concerns of our time.Literature — itself a constitutive feature of most fundamentalisms which usually have a strong textual focus — has emerged not only as a bone of contention, but also a vehicle for negotiating with, and of responding to, fundamentalisms. So far, research into fundamentalism has been focused mostly on its religious, social or political origins and implications. The aims of this conference are to explore the manifold reverberations of fundamentalisms in literature in English and to initiate a transdisciplinary exchange of ideas on this subject of ever growing global importance. Contributors from all academic disciplines are therefore particularly encouraged to enquire into the functions which accrue to literature within fundamentalism(s) and into negotiations within literature with various fundamentalisms (Christian, Islamic, Hindu, and Jewish etc.). In addition, the societal relevance and opportunities of the literary negotiations of fundamentalisms may be addressed with a view to their contribution towards peaceful solutions of social co-existence and integration. The city of Muenster (Germany) aptly suggests itself as a conference venue for this topic, as it is the historic site of the Peace of Westphalia that brought an end to thirty years' religious strife brutally ravaging Europe in the seventeenth century.

The International Measurement of Culture
04-05 December 2006
The paper begins by taking a holistic view of culture, including social and economic aspects, and quality of life. The authors follow with a review of international work undertaken by UNESCO in the 1980s and the European Commission in the 1990s. Both projects recommended a two dimensional framework for assembling measures of culture, one dimension containing cultural domains such as visual arts, film, theatre etc. with the other delineating the processes from creation/production through to consumption/conservation.From an international-comparison point of view, one of the problems with the UNESCO framework was the lack of precise definitions of the proposed measures. When the European Commission Leadership Group (LEG) attempted to bring precision to a subset of the UNESCO model they found the level of detail in the European classification standards lacking. In examining existing data on the culture sector in five OECD countries — Australia, Canada, France, the United Kingdom and the United States — the authors highlight not only the lack of detail in the standards but also the different classifications used by each country.
The authors propose an international workshop in December 2006 to discuss the initial findings of the paper and are soliciting input from experts with a view to establishing a methodology that will produce internationally-comparable measures capable of informing cultural policy formation in OECD countries. The four initial themes proposed for the workshop are: economic indicators; classification standards; social indicators; and linkages between the culture sector, societal well-being and a healthy economy. A follow-up session is planned for June 2007 at the OECD World Forum on Statistics, Knowledge and Policy which will focus on measuring the progress of societies.

Music and Postmodern Cultural Theory
University of Melbourne
05-06 December 2006
Twenty years after the term "postmodernism" became common currency in analyses of contemporary literature, architecture, visual arts, philosophy and popular culture, we still find the editor of the Cambridge Companion to Postmodernism (2004) lamenting "the strange absence of a mature postmodernist discourse within music studies," and suggesting that "the relative conservatism and autonomy of the world of academic music study may account for its long resistance to postmodernist formulations and arguments." This conference will contribute to the maturing of that discourse, by bringing together scholars with interests in music and in "postmodern cultural theory," broadly conceived. The conference, which is supported by the Australian Research Council, will be geared to publication output and,to maximise opportunities for exchange between the participants, we hope to avoid running parallel sessions and to circulate papers among the speakers prior to the conference.

3rd Symposium on Preserving Archaeological Remains in Situ
07-09 December 2006
Preserving Archaeological Remains in situ is emerging as a new discipline in archaeology since the Valletta treaty calls for "the conservation and maintenance of the archaeological heritage, preferably in situ". This means that archaeological sites should be actively taken care of, instead of being left to the burial environment as it happens to be.As soon as one starts to actively take care of an archaeological site, questions arise, such as: How fast do archaeological materials and soil features degrade in the soil environmentand which measures can we take in order to promote the sustainable preservation of archaeological sites? In the past two decades, it has become clear that the questions above, and many related questions, cannot be answered easily. Research into preservation in situ started in Great-Britain and many results were presented during the first two PARIS symposia, organised by English Heritage, the University of Bradford and the Museum of London Archaeology Service. Following the spread of research into the subject over Europe, PARIS will jump from London to Amsterdam in December 2006.

Theatre Outside The Mainstream
University of Avignon
13-15 December 2006
Contemporary theatre is one of the best ways for ethno-cultural minorities to express themselves, whether thay be of indigenous origin or immigrants. It is often used to denounce social injustice and discrimination and, more generally, it helps to air questions debated in the wider community. It may also express itself thanks to the staging of collective memory of past events. In Europe, whatever other overall ambitions it may have, the theatre represents the artistic commitment par excellence of certain cultures, particularly those in former Eastern bloc countries. Its objectives are diverse and often political, but not exclusively so. This has naturally contributed to the increasing popularity of theatre festivals. French-speaking communities in Canada are the perfect illustration of this tendency and one of the aims of the conference will be to compare the different experiments taking place in French-speaking Canada with those in minority cultures in Europe. However, we wish to open up the debate by including other cultural spaces and thus to contribute to a better understanding of theatrical expression within minority groups. Papers are welcome in any domain of the Humanities and Social Sciences. However, preference will be given to literary, cultural and historical approaches.
